The legislation failed resoundingly but highlighted a growing Democratic divide over whether the United States should withhold some weapons to register its disapproval of Israel’s war tactics.

The Senate on Wednesday voted down a measure, led by Sen. Bernie Sanders and a handful of Democrats, that sought to block three sales of U.S.-made weapons to Israel, in a last-ditch effort to limit the carnage,
