So I will be in Winnipeg in 2 weeks (mid Feb). The Journey to Churchill is indoors? I was told the zoo is open all year round, but will there be anything else to see if it's below 0 Celsius?

The zoo is definitely open year round, we have actually had more success sometime in winter for seeing some animals than summer. Churchill is both inside and out. Large inside areas as well as with huge exterior enclosures look really nice!
How long should one allot for time when touring the Zoo? We are (4 adults) traveling to Winnipeg and want to see as much of the city as we can in the day and 1/2 there.

We spent about 4 hours at the Zoo, but we lingered at a few exhibits. You can certainly cover it in 3, but we took our time. If you have a little extra time, you can continue over to the English Gardens in the park. The Garden is quite peaceful and beautiful and worth a visit.
